The challenge:

Accounting pursuant to the International Financial Reporting Standards (IFRS) in parallel to the regulations of the HGB has deeply changed the accounting of banks and insurance companies over the last few years – with complex requirements for IT and the process landscape. Amendments or completely new laws and standards often have far-reaching effects beyond accounting. New regulations must be assessed and analyzed for the respective institutes. Banks have to apply IFRS 9 starting 01.01.2018. On the other hand, for insurance companies, the date for the initial application of IFRS 17 and IFRS 9 has not yet been fixed. At this point in time the initial application of IFRS 17 is expected starting 01.01.2020 or 01.01.2021. Insurance companies are also allowed to postpone their initial application of IFRS 9 until the initial application of IFRS 17 or January 2021, respectively.

Regulatory Reporting:

The challenge:

The crisis in the banking industry has resulted in significantly enhanced requirements for reporting in the last few years. Basel III is supposed to remove the weaknesses of the previous banking regulations. It was introduced into European law via CRR I (Capital Requirements Regulation) and CRD IV (Capital Requirements Directive). The implementation must be completed stepwise by 2019. Banks are now facing big jobs, e.g. due to the principles for the aggregation of risk data (BCBS 239) defined by the Basel Committee on Banking Supervision, including the specific requirements for IT architecture and the corresponding risk reporting. Basel IV is also already casting its shadow. At the national level, in addition to the changes in banking regulation, there are also numerous changes in banking statistics, e.g. with new regulations for German Large Exposures Regulation as well as BISTA. In order to implement these requirements, the banks need future-oriented and in particular flexible reporting systems and processes.

The implementation of functional requirements for management accounting requires a high degree of synchronization of accounting and controlling. Banks and insurance companies increasingly want to achieve a consistent data basis in both areas. To achieve this, it must first be ensured that the appropriate technical infrastructure, methods and accounting procedures are consistent. SAP offers an integrated solution for controlling with the Integrated Financial & Management Accounting (IFMA) of the SAP Bank Analyzer which uses the accounting functionalities of SAP Accounting for Financial Instruments (AFI) and calculation methods of SAP Profitability Analysis and Management Accounting (PA). In addition, by using analytical processes (CVPM processes) controlling-specific functions can be processed within the SAP Bank Analyzer.

For new functional requirements and changes in the IT infrastructure, it is necessary to adapt processes and organizational responsibilities. It has to be analyzed, designed, communicated, and documented in detail – to ensure the transfer of knowledge among the relevant employees and make them transparent and comprehensible for internal and external auditors. Also: In case of changes to structural and procedural organization as well as to IT systems, MaRisk (AT 8.2) requires that the effects on the reconciliation procedures and the reconciliation intensity must be analyzed.
